At the epicenter of this conflict is Baruth, a small town about 60 kilometers south of Berlin that has been home to mineral water bottling since the 1990s. The Red Bull and Rauch plants have long been major players in the area’s economy, but their plans for expansion are now being met with resistance from residents who fear the consequences of increased groundwater extraction.

Petra Liesenfeld, a local resident, has witnessed firsthand the effects of dwindling water levels on her garden and surrounding trees. Hydrogeologist Irina Engelhardt notes that the existing contracts between the companies and authorities are outdated, as groundwater recharge rates have slowed since their implementation. Furthermore, changes in land use have altered the way water moves through the aquifer.

The current ratio of one-to-ten is alarming, with 92% of extracted water going to industry and only 8% to residents. This raises questions about whether Brandenburg has sufficient water to share. The lack of transparency surrounding Red Bull’s and Rauch’s daily extraction of up to 7 million liters of groundwater has sparked outrage among local residents.

When DW approached both companies for comment, neither had responded by the time of publication. Drought researcher Andreas Marx views their silence as problematic and contradictory to the principles of water management. “Water is a public commodity,” he stresses. “Every decision made and every contract signed over its use should be open to the public.”

The situation in Brandenburg serves as a microcosm for a larger issue: how we manage our water resources in the face of increasing demand and changing environmental conditions. Germany, despite its reputation as a water-rich country, is not immune to droughts that can last for two or even three years. With 95% of Brandenburg’s drinking water coming from groundwater, the consequences of this lack of replenishment are far-reaching.

As the energy transition gains momentum, with Tesla’s Gigafactory in Grünheide expanding production and Red Bull planning new facilities, concerns about water usage will only intensify. Industrial companies rarely face restrictions because limiting their consumption has more severe economic consequences. Residents, on the other hand, bear the brunt of restrictions when water resources become scarce.

Further south, a large copper mine is planned in Spremberg that could exacerbate the problem of groundwater extraction and treatment. Geotechnical engineer Michael Pfeifer warns that the proposed treatment plant’s inadequacy will render it unable to clean mine water for safe discharge into the Spree River.

Innovative approaches like rainwater harvesting might provide a solution to Brandenburg’s water woes, reducing reliance on groundwater extraction and offering a more sustainable model for managing resources during dry periods. However, this would require a fundamental shift in how water is managed in the region.

Ultimately, the story of Baruth and its residents serves as a stark reminder that water management is not just about science and technology, but also about equity, transparency, and community engagement. As Brandenburg continues to grapple with its own water crisis, it must ask itself whether the thirst of industry should come at the expense of local livelihoods and the very foundation of its ecosystem.
